Human Resource Management
 
  • Direct the preparation Job Descriptions and other relevant specifications for MoWRD staff at central, regional and district levels as well as Terms of Reference for consultants and temporary staff when required.
  • Assign and evaluate Ministry personnel and conduct annual performance evaluations of personnel and forward to DG.
  • Support and, supervise and assign the day-to-day tasks and responsibilities of the Department’s staff
  • Support in the development t of work plans, and training and development plans for MoWRD staff and provide assistance to enable the proposal of appropriate staff and career development plans for MoWRD staff.
  • Propose the recruitment of Departmental personnel and conduct annual performance evaluations and forward to DG.
  • Establish a staff performance assessment and review forms for MoWRD water staff.
  • Plan, develop and administer Ministry’s human resource policies and procedures.
  • Manage Personnel files and oversee human resource issues.
  • Direct, supervise, train, assign and oversee the activities of subordinate staff
  • Provides monthly, quarterly and annual Ministry staff activities reports to the Minister, DG and shared other Directors of Department.
  • Ensure accountability, transparency and integrity of the Ministry staff.
  • Motivate staff and lead by example.
  • Prepare the structure of the department including the sections and units with their ToR
